The cere does look quite bluish but to me i believe she will turn out to be female. The flatness around the nostrils with the matte whitish blue appearance is what's giving me this impression. Could you post updated photos in one or two weeks?

I agree. Male baby budgies will have a pinkish- purple cere which will turn deep blue at maturity. It still can be difficult to be sure however. I am only referring to non-mutations however which your budgie is. I mean it's not only one color or part English budgie etc. It's a standard budgie without the green and yellow.
