New budgie is bleeding from clipped wings

I just got this paraket home and I see strange things. Her wings were clipped too high and when the bird gets excited they start bleeding. Of course she is nervous because I just got her. I don’t know a lot about parakeets but I wondered if it was dangerous for them. Also something is wrong with her tail. I don’t know what in the world it is. Thank you so much. Also can’t take him out yet as he is not tame

Where did you get this budgie?

You need to report the store or breeder.
This is totally unacceptable!

If the budgies wings are bleeding, the bird can bleed out quickly.

You need to stop the bleeding with styptic powder, corn starch or flour.

Take the budgie into an Avian Veterinarian or an Exotic Pet Veterinarian right away for emergency treatment.
