I've never had issues with a room that is stinky with bird smell. The worst smell I deal with is the smell of mashed pellets. Do birds actually get stinky? Or is it maybe the cage that R&R hasn't had the opportunity to properly deep clean (through no fault of your own btw)?

I've never had a room smell like "birds" either and I used to keep 12 birds in my 9x12 bedroom.
I'm a bit confused as to what the odor you are smelling might be?

Anyway, with regard to cleaning and deodorizing, you can use white vinegar to clean the cage, perches, toys and food and water dishes OR you can get F10 SC Veterinary Disinfectant to use when you clean.

I prefer using fresh and dried herbs and spices rather than essential oils.
Cinnamon, cloves, allspice and/or ginger can be simmered in a bit of water to create a warm and homey scent.
Lavender, Rosemary, Lemon Thyme, Bee Balm, Oregano, Basil and Sage are wonderful both fresh and dried and can be used to scent your home.
Taking an orange, poking holes in it and sticking in fresh cloves creates yet another wonderful natural scent.
