Your budgie is very handsome. I am 98% sure he is male, however, the cere is slightly covered in your photo and is slightly in shadow. Could you post a few more photos of him taken in natural light to confirm?

He does have iris rings, correct? It seems I can see grey irises in his eyes from the photo. If that is the case, he is most likely an adult. However given his pink cere he could be either an early bloomer with irises and his cere will turn blue in a few weeks, or he is combination pied rather than just dominant pied, which could result in an immature cere color into adulthood.
