What gender is this Lutino?

I am planning on buying this one for my flock because it's bullied as per it's owner. It's about 10.5 months old.

If anyone can make out through the pictures, what is it's gender?

It's also got a white ring around his eye. Is this a pure Lutino? I want to know because it's mother has pure red eyes. Don't know how to explain...

This budgie looks male. If the mother is also lutino or albino then the father must be split albino/lutino for him to be the same mutation. There are several variations of albino/lutino and some have irises and some don't It's totally normal.

His father is in the 4th picture who's sitting on that blue seed tray. And yes, his mother is a Lutino.

So are you 100% sure he's a male? If you're determining his gender through his cere, then at 10.5 months old are budgie's cere color permanent? Like his sister's cere is fully brown, so will his cere turn full blue as he's a male?
He’s already an adult past 8 months and has his full irises in so his cere will not change color anymore! Normally budgie males’ ceres turn dark blue (like his dad) but ino, dark eyed clear, and recessive pied budgie boys keep their immature cere color (pink or purple) their whole life. So he will look like this his whole life 👍🏻
If he looks in real life like he does in the photos (shiny dark pink cere with no white) then I am over 100% sure he is male.

He looks exactly like this in real life too. He must be a male then because as you said, male inos don't change colour. Also his mother's cere is brown like her sister so I guess female inos do change colour unlike males.
Thank you for helping me identify this cutie's gender. He's like lightning, zaps around the cage when he's in a good mood. Gonna give him a bigger cage.

Yes, you’re correct, females of all mutations have a normal female cere color~
