Really, there's nothing. It's just another type of mutation. People who haven't done there research think that there's 2 normal types (the wild mutation and blue mutation) and the "rare" parakeet is actually a different mutation :)

As other have indicated, it really isn't "rare" (except to pet stores that want to make people think they are getting something "special" because it isn't the blues or greens they usually see there)!

That's how they classify their birds in case of returns, I think. When you purchase your bird there you have to sign a piece of paper and it states whether is blue, green, or "rare", meaning colorful. That's how I understood it. I always thought it was a silly word to describe their beautiful mutation colors, but what can you do...
