I am not able to get the thumbnail attachments to enlarge.

From what I can see, it appears that the baby may have a birth defect that has affected the wings.

The little budgie is absolutely adorable!! Are you keeping it? (I sure would!! )

French molt is when a bird looses its feathers as explained in the link below:
French moult (BFD, Polyoma virus) - Health and diseases - Birds Online

Would you please post full-size pictures of your budgie as shown in the link below so we can see them more easily?

The baby appears to be very young so it is hard to tell what is normal in terms of growth, and as Deb mentioned I am not able to enlarge the attachments to see the full photos either. Posting full photos would really help us help you

In addition, answers to the following questions would be very helpful as well:

Do you colony breed, or cage breed?
How old is the pair of this chick?
What are you feeding the parents daily/weekly?

I also can't see the enlarged photos, but as the others have said, this looks like a very young and adorable budgie. Your avian vet can test for French molt with a blood test, but he or she can probably say whether or not it's advisable just by looking at the budgie. It doesn't appear that he or she has the feather loss typical of French molt, but I can only see the small photos.

Good luck
