He's adjusting his crop. This is normal. Nothing to worry about.

Is he bobbing his head up and down and regurgitating solid seeds, as if he is feeding you or an object? Or is he spewing mucousy seed around (vomiting) while shaking his head violently?

Is he puffed up and lethargic? Or lively?

Are his poops normal?

Can you post a picture or video of him?

Ok so unfortunately Im abroad and my gf told me what the situation is...so I try to tell you what she said
..he is lively, he is ok, his poop might contain more liquid...he opens his beak then closes it...he doesnt vomit, and I think its not like what you said: adjusting crops...

If he is not behaving normally then the best advice would be to take him for a check up with an avian vet. Budgies will do this sort of manoeuvre quite often sometimes they have a seed stuck, or are adjusting their crop. Does your friend have previous knowledge of budgies or is this the first time having them with her? She could be over reacting possibly or he could be having a problem. If it were me for peace of mind I would ask her to take him to the vet.
