I'm a first time bird owner, and my budgie is 2 years old. Recently I've noticed that the beak looks dry, and the cere also looks dry and has a brown crust or scabby texture to it. Does anyone know if these could be the starting symptoms of scaly face, or if my budgie is now old enough to be in breeding condition?

Welcome to the forums! You have certainly come to the right place as you will find all you need to know on budgie care here.
The information on the several articles and sticky threads at the top of each section of the forums will be extremely useful and of benefit to you and your budgie.

Your budgie is a beauty and her beak/cere is perfectly fine, she is currently in breeding condition, that's why the cere has more of crusty looking apppearance. I'm not seeing any signs of mites on her.
