Default budgie unusal behaviour

suddenly my budgie rocky was attacking kitty when I used to keep fresh vegetabe it wont eat much fresh vegetable. But after eating the seeds it behaves very normal with kitty.since last two days I noticed little overweight in rocky and it eats very fast.is it normal ?

And also can someone suggest how many times we have to feed the budgies ?i have seen only 2 teaspoon of seeds in morning and evening but i had seen my birds eats in midday also what to give at that time.fresh vegetables i tried in grinded method and cut method but it never finishes ,someday it never touch since i kept early morning today it ate very little.

Budgies have very fast metabolisms and need to have a reliable food source always available on the cage. And that means having either a good seed mix or pellets at all times.
If they are fed very short amounts of food on an ongoing basis, at first they will become agitated and will can very well fight with their mate for the desired food source (attacks are intensified because they enter "survival of the fittest mode"), if this is kept for a long period of time, the real starvation process will set in and if not dealt with can have tragic consequences.
You don't need to take the food bowls away in order to offer the daily dosage of vegetables. You can keep the seed/pellets in the cage.

If possible post a couple of pictures of both of your budgies in order for us to have a better idea on their current condition and if they seem to have an healthy weight or not.

I agree with aluz.
Your budgies need to know they are not going to go hungry and should always have access to a healthy food source.
