Default Normal for these feathers to fall out?

Hey,

I just saw cosmo preening and one of his wing feathers fell out. Is this normal?

It looks odd because his wings are clipped.

(Also, I didnt put this under the batch of threads called "Cosmo's behaviors" becuae I didnt think was a behavior)

Yes, it's perfectly normal for clipped feathers to naturally moult just like unclipped feathers. Depending on the moult, the primary and secondary flight feathers can be moulted out, same goes for the tail feathers.
