Is this regurgitation?
 
annie is bobbing her head up and down kinda wiggling around, is she regurgitating or seizing or what? i tried to include a video but it won’t let me

Hard to say without seeing it. Is there seed coming out of her mouth, if so is it directed to a mirror or an object? Regurgitating is generally a controlled motion where as vomiting is not. When a bird vomits they usually shake their head and the vomit gets flung all over the cage. If your bird is vomiting you need to have her seen by an avian vet.

she is definitely not vomiting. nothing is coming out and she’s just hanging out doing it, and she’s floofed up and singing in between, she eats some and then does it.

From what you've written, it sounds as though your budgie is simply head-bobbing and rocking out to a tune in her own head.

Or, it could also be that she was adjusting her crop. Most likely a regurgitating motion if it was up and down. :)
