I’m a new bird owner, I have two what I believe to be female budgies. I covered them up around 7 pm and heard them making noise a few minutes ago (12 A.M.) so I uncovered them to see What was going on, and found them hanging upside down in the cage. Is this a normal behavior?

What noise did you hear, was it as if they were flapping around in the cage, if so they may have had a night fright, that is when something startles them out of sleep and they begin to fly around the cage in the dark. If that was not the case and they were just calming hanging there then it was their choice to be in that position. Strange as it may seem, some birds have very odd positions that they choose to adopt even at night so I would say it is normal, just make sure they are not fighting over a spot in the cage that they both may want to occupy.

Hi! to Talk Budgies

When you cover your budgies' cage, make sure you cover the top, three sides and only 1/3 of the way down the front.
Ensure you have a night light on in the room to help prevent night frights.
As Cody said, budgies often do sleep in strange positions but, to me, it sounds as though yours may have been frightened by something.

How large is your cage? Length, Width and Height?
For two budgies the very minimum size recommended would be 30" x 18" x 18". Bigger is better and width is more important than height as budgies fly laterally.
