I cannot see the budgie's head adequately. From what I see I do not see blood, I do see pin feathers.
Please try to get a better picture.

 

Are the pin feathers near the cere (flesh nose part of the beak)? Sometimes my boys get too rowdy bonking on objects and break those feathers especially. Happened a couple times to me during molting so far, nothing to worry about as far as my vet has told me when I've called for advice about it. I hope that's all that's wrong with your little one!

 

Sometimes when they molt if there is a great loss of feathers right above the cere it can look like it may have been bleeding but it is actually just the way it looks, red and irritated, look at the picture of the poor bird in this link, the first picture is before the pin feathers emerged, see how red it is, Miserable Molting he is going through a nasty molt but soon the feathers will be fully grown back again.

 

I couldn't get close enough without spooking him and i don't want to get in his personal space, but i found a picture that looks like it but less severe and on his head not near the cere.

 

I am not able to zoom in on this but it looks like a severe molt.
